Szanowni Państwo!
Serdecznie pozdrawiam uczestników konferencji Monetary policy in a New European Reality. Cieszę się, że prezesi i przedstawiciele kierownictw banków centralnych z krajów Inicjatywy Trójmorza spotykają się w Warszawie, aby dyskutować o wyzwaniach, jakie postawiła przed nami pandemia COVID–19 i trwająca rosyjska agresja na Ukrainę.
Skala problemów stojących dziś przed globalną gospodarką jest olbrzymia. Tym bardziej musimy stawić im czoła razem. Razem stanowimy siłę, która może dać nowy impuls Europie. Razem możemy wkroczyć na nową ścieżkę rozwoju. Razem możemy zbudować pomyślną przyszłość dla naszego regionu. Widać to zwłaszcza dziś, gdy solidaryzujemy się z walczącymi o swój kraj Ukraińcami. To właśnie ta solidarność daje przewagę nam, siłom wolnego świata. Daje przewagę militarną, ale również ekonomiczną. Rosyjska propaganda stara się przedstawić wojnę przeciwko Ukrainie jako starcie z siłami Zachodu. Ale prawda jest taka, że potencjał rosyjskiej gospodarki mierzony w PKB już jest mniejszy nie tylko od gospodarki amerykańskiej czy gospodarek krajów zachodnich, ale także od potencjału gospodarczego naszych krajów, krajów Inicjatywy Trójmorza.
Ten potencjał musimy dziś dobrze wykorzystać, inwestując w kluczową infrastrukturę, ale także wspólnie zastanawiając się, jak rozwiązać problemy, które dotykają dziś nas wszystkich, jak choćby rosnąca inflacja. Dlatego tak ważna jest wymiana doświadczeń i poglądów na temat roli i miejsca banków centralnych we współczesnym świecie. To na bankach centralnych w dużej mierze spoczywa odpowiedzialność za stabilność finansową i wzrost gospodarczy, za dbałość o wartość pieniądza, a także bezpieczeństwo ekonomiczne obywateli.
Narodowy Bank Polski działa aktywnie na rzecz podtrzymania stabilności finansowej Ukrainy. Wspieramy wymienialność ukraińskiej waluty. Polskie banki angażują się we wspieranie ukraińskich przedsiębiorstw. Polska Agencja Inwestycji i Handlu pomaga w relokowaniu biznesów
z terenów objętych wojną do Polski. Wszystkie te działania pokazują, że razem możemy zapewnić polityczne i ekonomiczne bezpieczeństwo w regionie, że działając wspólnie, możemy nie tylko odbudować na solidnych fundamentach nasze nadwyrężone pandemią gospodarki,
ale także wzmacniać naszą odporność na globalne i lokalne zagrożenia.
Dlatego cieszę się, że Bank Gospodarstwa Krajowego powołał Fundusz Trójmorza i że fundusz ten podejmuje realne działania, czego dowodem było chociażby podpisane niedawno w Domu Trójmorza w Davos porozumienie o budowie infrastruktury gazowej w Rumunii.
Mam nadzieję, że Fundusz Trójmorza jest pierwszym krokiem do utworzenia wspólnego banku finansującego inwestycje rozwojowe w krajach Trójmorza.
Gdy w lipcu 2017 roku organizowaliśmy w Warszawie drugi szczyt Inicjatywy Trójmorza, zaprosiłem do udziału w tym wydarzeniu prezydenta Stanów Zjednoczonych Donalda Trumpa. Dziś, w obliczu wojny na Ukrainie, widzimy wyraźnie, że amerykańskie przywództwo
jest gwarancją stabilności i sukcesu w naszej części Europy. Potrzebujemy potężnego i silnego partnera, jakim są dziś Stany Zjednoczone. Stanowczość, z jaką administracja prezydenta Joe Bidena angażuje się w pomoc Ukrainie, pokazuje, że jest to partner, na którego możemy liczyć. Jestem przekonany, że partnerstwo transatlantyckie leży w interesie naszych krajów, krajów Inicjatywy Trójmorza, ale także w interesie Unii Europejskiej i całej Europy.
Dziękując Państwu za przybycie, życzę owocnych obrad. Niech wypracowane podczas konferencji wnioski posłużą działaniom wzmacniającym nasz gospodarczy potencjał, wspierającym rozwój naszego regionu i przynoszącym dobrobyt wszystkim jego mieszkańcom.

Ladies and Gentlemen!
I would like to cordially greet the participants of the Monetary policy in a New European Reality conference. I am pleased that the presidents and representatives of central bank management from the Three Seas Initiative countries are meeting in Warsaw to discuss the challenges posed by the COVID–19 pandemic and the ongoing Russian aggression against Ukraine.
The scale of the problems faced by the global economy today is enormous. The more we must face them together. Together, we are a force that can give Europe a new impetus. Together, we can follow a new path of development. Together, we can build successful future for our region. This is even more visible today when we express our solidarity with Ukrainians fighting for their country. It is the solidarity that provides us, the forces of the free world, with an advantage. It results in a military as well as an economic advantage. Russian propaganda is trying to present the war against Ukraine as a confrontation with Western forces. But the truth is that the potential of the Russian economy, measured in GDP, is already smaller not only than that of the American economy or the economies of Western countries, but also smaller than the economic potential of our countries, the countries of the Three Seas Initiative.
We must make good use of the potential today by investing in key infrastructure, but also by jointly thinking about how to solve the problems that affect us all today, such as the rising inflation. That is why it is so important to exchange experiences and views on the role and place of central banks in the modern world. Central banks are to a large extent responsible for financial stability and economic growth, for the care for the value of money, as well as for the economic security of citizens.
The National Bank of Poland is actively working to maintain financial stability of Ukraine. We are supporting convertibility of the Ukrainian currency. Polish banks are being involved in supporting Ukrainian enterprises. The Polish Investment and Trade Agency is helping in relocating businesses from war zones to Poland. All the actions show that together we can ensure political and economic security in the region, that by acting together, we can do more than only rebuild our economies, strained by the pandemic, on solid foundations, we can also strengthen our resilience to global and local threats.
Therefore, I am pleased that Bank Gospodarstwa Krajowego has established the Three Seas Fund and that this fund is taking real action, as evidenced by the agreement on the construction of gas infrastructure in Romania recently signed at the Three Seas Initiative House in Davos. It is my hope that the Three Seas Fund is the first step to creating a joint bank to finance development investments in the Three Seas countries.
When we organized the second summit of the Three Seas Initiative in Warsaw in July 2017, I invited the President of the United States, Donald Trump, to participate. Today, in the face of the war in Ukraine, we can clearly see that the American leadership is a guarantee of stability and success in our part of Europe. We need a powerful and strong partner like the United States today. The determination with which the President Joe Biden’s administration is committed to helping Ukraine shows that it is a partner we can rely on. I am convinced that the transatlantic partnership is in the interest of our countries, the countries of the Three Seas Initiative, but also in the interest of the European Union and the whole Europe.
Thanking you for coming, I wish you fruitful debates. Let the conclusions drawn up during the conference serve as measures that strengthen our economic potential, support the development of our region, and bring prosperity to all its inhabitants.
