Z prawdziwą radością przyjąłem Pańskie zaproszenie, Panie Prezydencie, do złożenia wizyty w bliskiej nam i przyjaznej Austrii. Ja osobiście i wszyscy moi rodacy żywimy dla Pańskiego pięknego kraju wielki szacunek i podziw. Wzmacnia go najprawdziwsza sympatia, płynąca z doświadczeń historii. Chwilę temu powróciliśmy razem ze wzgórza Kahlenberg. To pamiątkowe miejsce odwiedzają co roku tysiące Polaków. W 1683 roku polski król Jan III dowodził stamtąd zwycięską odsieczą Wiednia. Myślę, Panie Prezydencie, że Kahlenberg jest miejscem bardzo znaczącym dla wspólnoty polskich i austriackich losów w Europie i cieszę się, że mogliśmy tam być razem. To wymowny symbol historycznych więzi naszych narodów. Szanowny Panie Prezydencie! Dzieje naszych państw i narodów wypełnione są mnogością wydarzeń, które pozwalają dziś mówić o swoistej wspólnocie polskiej i austriackiej tradycji politycznej, obyczajowej i kulturalnej. Od licznych habsburskich królewien, które stawały się polskimi królowymi, przez polskich polityków, którzy stawali się austriackimi mężami stanu, do artystycznych natchnień wielu wybitnych polskich artystów, tak chętnie poddających się urokowi przede wszystkim Wiednia - wiedzie szlak polsko-austriackiej zażyłości. Ugruntowuje go dziś rosnąca stale liczba powiązań gospodarczych. Głębokie zmiany polityczne w Europie z przełomu lat 80. i 90. stworzyły naszym wzajemnym kontaktom nowe perspektywy. Osadziły je też w szerszym europejskim kontekście. Polska, która powróciła do europejskiej rodziny, z radością wita zaangażowanie Austrii we współpracę z państwami Europy Środkowej i Wschodniej. Dobre stosunki ze wszystkimi sąsiedzkimi i bliskimi regionalnie krajami są szczególną troską mojego kraju. Austria, mająca obok Niemiec, najdłuższą obecnie "unijną" granicę w tym regionie, ma szansę odgrywania ważnej roli "pomostu" wobec państw dążących do integracji ze zjednoczoną Europą. Szanowny Panie Prezydencie! Celem Polski jest jak najszybsze uzyskanie członkostwa w UE. Jest nam to niezbędne do utrwalenia zmian polityczno-ekonomicznych, do utrzymania wysokiego tempa rozwoju gospodarczego. Nasze członkostwo w Unii z pewnością też przyczyni się to do ustabilizowania sytuacji w tym regionie i posłuży rozwojowi pomyślnych kontaktów gospodarczych, korzystnych dla nowych i dawnych członków wspólnoty. W drugiej połowie bieżącego roku Austria obejmie przewodnictwo w Unii Europejskiej. Jej przychylność mieć będzie niebagatelne znaczenie dla biegu rozmów akcesyjnych. Ważne dla nas są także dotychczasowe doświadczenia Austrii. Cenimy austriacką otwartość, gotowość tutejszych agend rządowych i gospodarczych, ludzi polityki, administracji i nauki - do dzielenia się tymi doświadczeniami. Celem naszym jest także znalezienie stabilnego miejsca w budowanym w Europie gmachu wspólnego bezpieczeństwa i włączenie naszego kraju w istniejące struktury euro-atlantyckie. Nie chcemy przy tym być tylko "konsumentem" europejskiego bezpieczeństwa, lecz chcemy wnosić własny wkład w utrzymanie pokoju w Europie. W moim i moich rodaków przekonaniu dopiero rozszerzenie Sojuszu Północnoatlantyckiego będzie oznaczać definitywną likwidację skutków powojennych podziałów politycznych w naszej części świata, zapobiegnie powstaniu "szarej strefy" w środku Europy, umocni stabilny byt naszych państw i stworzy nowe perspektywy pokojowego rozwoju całego kontynentu. Miesiąc temu podpisany został Protokół o przystąpieniu Polski do NATO. Wiosną 1999 roku, po zakończeniu procesu ratyfikacji, mamy nadzieją stać sIę państwem członkowskim Sojuszu. Szanowny Panie Prezydencie! Nasze dotychczasowe spotkania i rozmowy, między innymi w Łańcucie, Portorożu i Strasburgu wspominam bardzo miło. Dawały nam one możliwość przedyskutowania wielu problemów, ważnych dla rozwoju stosunków między naszymi krajami, sytuacji w naszym regionie i na całym europejskim kontynencie. Za kilka dni będziemy kontynuować nasze rozmowy podczas spotkania prezydentów krajów Europy Środkowej na Słowacji. Z radością też oczekuję Pańskiej wizyty w Polsce. Chciałbym wyrazić nadzieję i przekonanie, że nasze kraje, rozwijając i pogłębiając stare i nowe kontakty, wspólnym wysiłkiem stawią czoła nowym wyzwaniom. Dla obopólnego dobra i dla dobra całego kontynentu wykorzystają szansę, jaką stworzył proces jednoczenia Europy. Wierzę, że zdołamy zbudować nowy ład europejski oparty na demokracji, poszanowaniu praw jednostki i wolności gospodarczej, w którym wszyscy czuć się będą bezpiecznie. Głęboko przekonany o znaczeniu współpracy Polski i Austrii dla przyszłości regionu i całej Europy wznoszę toast: - za dalszy rozwój stosunków polsko-austriackich, - za pomyślność Pana, Panie Prezydencie, oraz wszystkich tu zebranych. WYSTĄPIENIE PREZYDENTA RP ALEKSANDRA KWAŚNIEWSKIEGO WYGŁOSZONE W WIEDNIU 19 STYCZNIA br. PODCZAS WIZYTY NA WZGÓRZU KAHLENBERG Miejsce, w którym się znajdujemy, ma dla nas, Polaków, szczególne znaczenie. Przed trzystu piętnastu laty polski król Jan III, wiodąc polskie rycerstwo z odsieczą oblężonemu Wiedniowi, z tego miejsca dowodził zwycięską bitwą. "Przybyłem, zobaczyłem, Bóg zwyciężył" (Veni, vidi, Deus vicit) - tymi słowami król powiadomił świat o swoim triumfie, z chrześcijańską pokorą trawestując słynne stwierdzenie Juliusza Cezara po podbiciu Bitynii. Dziś świątynia, w której właśnie przebywamy, upamiętnia to wielkie wydarzenie, będące symbolem zespolenia sił wielu narodów w obronie chrześcijańskiej jedności Europy. Wkład Polaków w to sławne zwycięstwo do dziś stanowi chlubę polskiego oręża i jest przedmiotem narodowej dumy. Chciałbym serdecznie podziękować Panu, Panie Prezydencie, że przyjechał Pan ze mną na to wzgórze. Nasza wspólna tu obecność jest wymownym symbolem więzów łączących Polskę z Austrią. Pana tu obecność - to także istotny fakt dla Polaków, którzy w Austrii znaleźli drugą ojczyznę. Z dużym zainteresowaniem zapoznawałem się z historią Polonii wiedeńskiej i duszpasterskiej misji polskich księży w Austrii. Już od ponad stu lat działalność Zgromadzenia Księży Zmartwychwstańców wśród środowiska emigracyjnego i od dziewięćdziesięciu obecność Ojców Zmartwychwstańców na Kahlenbergu służy utrwaleniu polskiej tradycji historycznej i podtrzymywaniu ducha polskości wśród tej części Polaków, których los związał z ziemią austriacką. Dlatego też chciałbym przekazać moje szczególne podziękowania Księdzu Rektorowi Jerzemu Smolińskiemu, który od lat na Kahlenbergu troskliwie opiekuje się tą świątynią i zgromadzonymi w niej historycznymi pamiątkami. Osobiste zaangażowanie Księdza Rektora w przyjmowanie tu i informowanie rzesz polskich turystów zasługuje na wielkie uznanie. Znana mi jest też troska Księdza o remont kościoła, będącego wraz z całym wzgórzem Kahlenberg symbolem więzi polsko-austriackich. Wierzę, że starania te znajdą należne wsparcie w obu naszych krajach. Chciałbym też wyrazić moje podziękowania Księdzu Rektorowi Sojce, duszpasterzowi tutejszej Polonii, za jego niezwykle cenną pracę integrującą rodaków osiadłych tu na stałe, lub choćby tylko czasowo przebywających w Austrii. Pan Ambasador poinformował mnie o znaczącej, w życiu wiedeńskiej Polonii, roli kościoła polskiego na Rennwegu. Chciałbym podkreślić, że władze Rzeczypospolitej przywiązują wielkie znaczenie do podtrzymywania związków Polonii z macierzą. Uznanie moje wzbudziła także inicjatywa wiedeńskiej Polonii, budowy pomnika króla Jana III w Wiedniu. To bardzo cenny i piękny pomysł. Moje przekonanie podzielił także Pan Prezydent Austrii, z którym wspólnie objęliśmy honorowy patronat nad tym przedsięwzięciem. Wzgórze Kahlenberg, które rocznie odwiedzają setki tysięcy Polaków, i które jednocześnie jest ulubionym celem wycieczek mieszkańców Wiednia, zdaje się być idealnym miejscem dla tego pomnika. /wersja podstawowa/ WYSTĄPIENIE PREZYDENTA RP ALEKSANDRA KWAŚNIEWSKIEGO nt. "ROZSZERZENIE UNII EUROPEJSKIEJ DROGĄ DO JEDNOLITEJ EUROPY" WYGŁOSZONE W WIEDNIU 19 STYCZNIA br. NA ZAPROSZENIE AUSTRIACKIEGO TOWARZYSTWA ds. POLITYKI ZAGRANICZNEJ I STOSUNKÓW MIĘDZYNARODOWYCH Ladies and Gentlemen, It gives me great pleasure to address such a distinguished audience here in Vienna. At the outset of my speech, let me thank Ambassador Schallenberg and Chairmen Longin for their invitation and warm welcome. I am very pleased to be here today. A few weeks ago, the European Council meeting in Luxembourg took a historical decision: Poland, four other Central European countries and Cyprus are to begin accession negotiations with the European Union at the end of March while other candidates will also be included in the process. Poland has long awaited this decision. It meets the aspirations expressed by nearly 80 percent of the Polish society. For Poland, the launching of negotiations will shift the focus of the debate from explaining the rationale of enlargement to making clear how it will contribute to a cohesive and strong European Union. We are here in the right place and at the right time to be looking at this matter. Austria has traditionally been closely involved in the region which is now nearing accession to the European Union. Some would even say that the new entrants have an important characteristic in common - they are all nations where Viennese coffee is an institution in itself. I have no doubt that this will be one of many reasons for Austria`s advocacy of bringing Poland and other countries into the fold. Central Europe is also your region. Poland and Austria are both part of it and share the advantages and problems which flow from that fact. The timing is right because in the second part of this year Austria takes over the presidency of the European Union. We are anxious to ensure that accession talks gain additional momentum in that period. Enlargement and the ?euro? - the shaping of the UE`s identity. Enlargement is taking place in a European Union whose identity is being shaped through several projects. They are competing for primacy among the Union`s chief objectives. Enlargement to Central and Eastern Europe, the launching of the ?euro`, the forging of a dynamic and responsive social policy, a common foreign and security policy are all part of the same formative experience. There is therefore no point in contemplating whether the ?euro` is more significant than enlargement or the other way around. Europe will be shaped by the degree to which both of them will succeed. The momentum of enlargement will feed on the momentum of the ?euro` and vice versa. These projects are complementary. They will jointly amount to a decisive step forward in the European Union`s continued exploration of the ways of forging a more prosperous and just Europe. Every next step that the European Union embarks upon provokes questions as to the final destination, the finalit`s politique that Europe is aiming towards. In my opinion, it is impossible to describe that outcome simply by using concepts such as federation, confederation or a Europe of motherlands. A novel form of political organisation is emerging in Europe. It contains characteristics of a national state but also retains significant powers in the hands of national governments and regional authorities. It would be misleading to associate the strength of the European Union with progress it achieves on the way to a predetermined model, be it a federal or a confederal one. When I say that Poland expects to join a strong and cohesive European Union, I have in mind a Union which is effective in carrying out the functions which it has been assigned, a Union loyal to the value of solidarity on which it was founded, a Union which is one of the main elements of a peaceful international order, able and willing to make significant contributions to resolving global problems and, finally, a transparent Union which responds to the needs of individual citizens. The strength of the European Union does not have to be realised by means of constructing a superstructure which would impose solutions from above. It is rather expressed in taking the right kind of action at the right level. A strong European Union means not only strong joint mechanisms, but also capable national states, self-confident regions and individuals. Enlargement contributing to the strength of the European Union. Enlargement will make a positive contribution in all of these aspects. It will bring closer home the need for streamlining decision-making mechanisms and procedures for joint action. In a sense, enlargement will be an opportunity for the European Union to take an inventory of the results of integration up to date. It will enable a projection of how the Union can best meet the challenges of the next century. Whether it is in the field of reforming the Common Agricultural Policy or weighing the votes in the Council of Ministers, difficult questions have to be tackled for the sake of EU`s continued success. Enlargement adds to the overall context in which EU policies are to be looked at towards the end of the 1990s. If this - as it should - stimulates the debate on ways of improving them, all the better. Ladies and Gentlemen, There is a growing consensus in specialist circles, also in Austria, that the accession of new members will bring net economic benefits both to the candidate countries and to the current members. It is already the case that Poland is the fourth largest market for European Union exports, following the United States, Switzerland and Japan. The growth of EU exports to Poland amounted to 25.7 percent between 1995 and 1996. According to the European Bank for Reconstruction and Development, Poland attracted in 1997 a quarter of the 18 bln dollars of projected investment inflows into the Bank`s area of operation, which includes Central and Eastern Europe as well as the CIS countries. Finally, our favourable climate for foreign investors has recently been expressed in the ranking prepared, for example, by Ernst & Young in which the UK, Ireland, Germany, France and Poland were named the most attractive investment locations in Europe. I hasten to add that the Austrian business community obviously does not have to be told of Poland?s potential given the scope of your activities in our country. As we continue our efforts aimed at joining the European Union within the next few years, we attach enormous significance to the fact that Poland has successfully maintained its strong growth and sound economic credentials. This has been the case in spite of the volatility experienced by some of our neighbours and the Asian emerging markets. Macro-economic stability, tight control over the current account and the budget deficit, a low level of short-term speculative investment have all contributed to the image of Poland as a healthy and increasingly wealthy economy. The reforms which the current government is embarking upon and which I strongly support - such as the decentralisation of Poland`s administrative structure and the speeding up of privatisation - mean it is impossible to view today`s Poland by reference to what it was like even five years ago. Poland will be a yet more modern country when we join the European Union. The time-frame for dynamically transforming nations is simply different - shorter than for others and filled with more activity. It is equally important that the consolidation of the Polish democracy has matched the dynamic growth of the Polish economy. Paradoxically, the chief complaint of foreign correspondents reporting on last September`s Polish elections concerned their uneventful character, impossible to distinguish from that of any other elections in Western Europe. Advancing our integration with NATO, presiding over the OSCE in 1998 and Poland`s active role in the region, further add to the picture of a country whose renewal is producing concrete results. Here in Austria you will understand particularly well our concern over the progress of democratic and market reforms in neighbouring Slovakia. Every possible step needs to be taken to ensure that this country can be welcomed into the European Union and NATO in the near future. Poland and Austria can play an important role in bringing this about. The case for not avoiding sensitive questions. Ladies and Gentlemen, As we make the case for Poland`s accession to the European Union, we are far from divert
